The following, which had been read the second time, returned to the            
Rules Committee (page 3205), and moved to the bottom of the                    
calendar (page 3297), was again read a second time:

The Speaker stated that the call was satisfied.                                
                                                                               
Representative Green moved and asked unanimous consent that CSHB
445(RLS) be considered engrossed, advanced to third reading and                
placed on final passage.                                                       
                                                                               
Representative Kapsner objected and withdrew the objection.  There             
being no further objection, CSHB 445(RLS) was advanced to third                
reading.                                                                       
                                                                               
CSHB 445(RLS) was read the third time.                                         
                                                                               
                                                                               
Representative Davies moved and asked unanimous consent that CSHB
445(RLS) be returned to second reading for the specific purpose of             
considering Amendment No. 1.  There being no objection, it was so              
ordered.

Representative Green moved and asked unanimous consent that                    
Amendment to Amendment No. 1 be adopted.  There being no                       
objection, it was so ordered.                                                  
                                                                               
There being no further objection to Amendment No. 1 as amended, it             
was adopted.                                                                   
                                                                               
Representatives Whitaker and Croft moved and asked unanimous                   
consent that they be allowed to abstain from voting due to a conflict          
of interest.  Objection was heard, and the members were required to            
vote.
