Representative Green placed a call of the House. The Speaker stated that the call was satisfied. Representative Green moved and asked unanimous consent that CSHB 445(RLS) be considered engrossed, advanced to third reading and placed on final passage. Representative Kapsner objected and withdrew the objection. There being no further objection, CSHB 445(RLS) was advanced to third reading. CSHB 445(RLS) was read the third time. Representative Davies moved and asked unanimous consent that CSHB 445(RLS) be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1 was offered by Representative Davies: Page 2, lines 15 - 16: Delete "for construction" Page 3, line 2: Delete "and" Page 3, line 4: Delete "." Insert "; and" Page 3, following line 4, insert a new paragraph to read: "(3) the cost of the proposed management system." Representative Davies moved and asked unanimous consent that Amendment No. 1 be adopted. There being no objection, it was so ordered. There being no further objection to Amendment No. 1 as amended, it was adopted. Representatives Whitaker and Croft moved and asked unanimous consent that they be allowed to abstain from voting due to a conflict of interest. Objection was heard, and the members were required to vote. Representative Green lifted the call. The question being: "Shall CSHB 445(RLS) am pass the House?" Representative Croft objected. The question being: "Shall the effective date clause be adopted?"
